For most framed canvases, the frame adds 1.5 inches to the listed width and 1.5 inches to the listed height (not 1.5 inches per side). Exceptions: 30 x 60, 40 x 60, and 24 x 72-inch framed canvases measure exactly those dimensions overall, including their frames.
